In this special issue of Anthropology in Action, applied anthropology colleagues from Durham University—one of the largest anthropology departments in the UK—come together to feature some of their recent research. Anthropology at Durham University is well known for its applied strain. And here, guest editor Paul Sillitoe, Professor of Anthropology at Durham, showcases some of the indigenous knowledge (IK) research projects emanating from Durham as part of their Anthropology in Development programme.
This is an introduction to indigenous or local knowledge (IK) in development. After discussing problems of definition, various models to represent relations between, and structure enquiries into, different knowledge traditions are outlined, including the continuum and sphere representations. This discussion includes a summary of points that justify why agencies should seek better to incorporate consideration of local knowledge into development programmes; and sketches the several methodological issues that we have to address to take this work forwards. Finally, this introduction concludes with some comments on the work of the Durham Anthropology in Development (AID) group.
This article looks at the impact of money 'raining' on the indigenous hosts of a non-renewable resource extraction project in Papua New Guinea and the use of film media to record and disseminate the views of those caught up in it. 'Resource development', the gloss under which industries operate, is an ambiguous term as the cash (royalties) and services (roads, health centres, schools) accompanying resource extraction are only maintained during the life of a project. The anthropological use of film in extractive industry contexts is, I argue, an ideal methodological tool for documenting indigenous concerns, views and ambitions for a postindustry environment. Based on an ethnographic film made with the Fasu, hosts to a multinational oil extraction project in the fringe highlands, this article aims to highlight how film documentation can not only reveal the broader implications of a cash economy, but also be used by anthropologists to influence participatory research and bottom-up development. In the past, numerous attempts by colonial governments and international agencies to abolish the practice of female genital cutting in Africa failed to make any significant impact on behaviour. In this article, we describe how, since 1996, an indigenous NGO has been attempting to reform the practice in the rural communities of Oromia (Ethiopia). We show that it has brought about enduring change by creating awareness about the health consequences of the practice, facilitating collective debate on the topic using participatory methods, and involving local elders in the decision to abandon it. We compare this approach to other successful African initiatives undertaken during the same period based on similar strategies. We argue that these programmes have been able to amend the practice by empowering the communities to direct their own process of change, based on their own traditions. We caution, however, that such interventions should not be made without a full understanding of the cultural meaning(s) of the practice, which should be seen in a holistic manner.
Displacement following natural disasters brings about both short- and long-term issues that urban planners must address. While we recognize that many (though not all) aspects of the short-term plans may not require extensive anthropological insights, the long-term plans, on the contrary, do. We suggest in this article that one of the most important contributions anthropologists can make is producing formal models of indigenous knowledge systems (which are derived from underlying cultural systems) and identifying the ways in which such systems are communicated. Adopting an interdisciplinary approach which borrows from developments in artificial intelligence (AI) and multi-agent modelling (MAM), we argue that many of the tools that such disciplines have produced can serve an important role in long-range planning for the coexistence of disparate communities if they are adequately informed by anthropological understandings of the communities involved. We briefly outline the anthropology of communication and the culture concept before turning our attention to something that AI and MAM researchers have dubbed ontologies to suggest that it is possible to model cultural systems in dynamic ways that enable sociocultural models of communities which are simultaneously resilient and robust. We give a concrete example of such a cultural system (izzat or 'honour' in South Asia) and demonstrate what an ontology of such a system might look like.
Development research in Bangladesh creates friction in projects among various stakeholders—donors, NGOs, managers, researchers or the poor beneficiaries. Research is an element of power relations among the contending actors. The mutually reinforcing relations of power between different actors determine the quality and outcomes of research. All the contending actors' aims may be to serve the poor by promoting development in order to alleviate poverty, but cooperation between them becomes a source of antagonism that can seriously hamper the promotion of local knowledge issues, which become lost in the ensuing differences of opinion and aims.
As the impacts of climate change are expected to increase, there is growing concern in development contexts over how best to assist the poor and vulnerable to adapt to such changes whilst ensuring environmental and livelihood security. Climate variability is a persistent and progressively more worrying feature in the everyday lives of individuals and communities in rural areas around the world and there is a pressing need for comprehensive knowledge of the complex relationships between humans, and between them and their environment. Thus there is a growing movement towards bridging the gap between top-down decision-making and more grassroots approaches that encompass local knowledge and experiences. Drawing upon fieldwork in Sri Lanka, this article examines the potential of taking an indigenous knowledge research (IKR) approach to understanding local adaptation to climate change, specifically how local people are adapting their livelihood strategies to what they perceive to be increasing variability in weather patterns. It also explores the prospect of indigenous knowledge networks as vehicles for rapidly sharing information and building links between policy making and local reality.
This article reviews methods used in the increasing use of fishers' knowledge in contemporary fisheries management. During the last one hundred years, fisheries science has been used extensively to inform management decisions for the regulation of sea fisheries. However, the decline of many fish stocks has cast doubt on the sufficiency of fisheries science, and has led to demands from fishers that their own expertise—fishers' knowledge—should be taken into account in decision-making. In this article, we examine four case studies of such attempts to take account of fishers' knowledge in the management of North Sea fisheries, comparing their different methods of identifying and using fishers' expertise, and assessing their respective outcomes. Our conclusion is that the value of fishers' knowledge improves according to the extent to which the method of obtaining it is participative and interactive.
